Careful casting and attention to detail boosts the credibility of this fictionalized account of the political rise and assassination of Harvey Milk, the first openly gay man to be elected to public office.  A straight-up performance by Sean Penn as Milk  and uncanny resemblances of actors to their characters;  Josh Brolin (Dan White), James Franco (Scott Smith),  Victor Garber (Mayor George Moscone) fuse with historical footage in this meaningful docu-drama.
